Key Message : In “On Democracy”, Cohen argued that the guiding principle of participatory democracy should be “Anyone whose livelihoods are affected by certain policy should participate in the policy-making process.” Livelihoods issues directly affect the daily life of the people. They are also the most topical issues that people cared for the most. Therefore, the general public should participate in the decision-making process on livelihoods-related issues.
