Part III : How to achieve effective village self governance?

    Abstract: Village Council in Chengdu is an initiation by some villagers and was promoted after being polished by the local government and adopted in all the villages under its jurisdiction. The council members were decided through two rounds of elections. It carries out collective decisions on public affairs in the village under the leadership of village Party Committee. Village committee implements the decisions made by the village council. The village council operates with the democratic principles of being open, transparent and fair. The functions of decision making, implementation and monitoring are undertaken by separate bodies. This practice solves the problems of lacking in substantial party leadership, tension between cadres and the general public. The Party leadership and village self-governance reinforces each other. This innovation provides an innovative way for improving village self-governance.
