Zhang Yutai

President (Minister)

    Zhang Yutai, President (Minister) of Development Research Center of the State Council （DRC）and Senior Research Fellow. Born in Tancheng of Shangdong Province in September 1945. He is the Member of the 16th CPC Central Committee. Graduated from the computer specialty of Beihang University in 1968 and then worked at the farm of Shenyang Military Area. He worked as a researcher at Institute of Semiconductor under the Chinese Academy of Sciences (CAS) in 1970, and then worked at the head office of the Chinese Academy of Sciences in 1977. He worked with the State Science and Technology Commission in 1980 and appointed as Division Director and Deputy Director General of the General Office. He was appointed as Deputy Director of Office of the State Council Leading Group for Science and Technology in 1985. He worked with the Chinese Academy of Sciences (CAS) in 1988 and appointed as Deputy Secretary General and Director of General Office of Academic Divisions, President and Chief Editor of China Science Daily. From January 1995, he worked with China Association for Science and Technology as Vice Chairman, Secretary and First Secretary of the Secretariat. He began to work with DRC in October 2004 as Vice President (Minister). Since June 2007, he has been the President (Minister) of DRC. He also worked as Member of Central Steering Committee for Building Spiritual Civilization, Member of the National Joint Conference for Intellectual Work, Member of the Central Coordinating Group for Talents Work, Deputy Director of Leading Group of the National Joint Conference for Popularization of Science and Technology, and Advisor to the Presidium of Academic Divisions of CAS. He is the Deputy to the 15th and 16th CPC National Congress. Member of the Standing Committee of the 9th National People's Congress. (NPC) and Member of the Legal Committee of NPC Standing Committee. Having long been engaged in the managerial work for science and technology, he has been involved in the formulation of the national policies for science and technology and has wide contacts with the science and technological circles.
